[experimental] Modern mode duplicates preload tags (or more)

Using modern mode causes Next.js to prefetch the modern script multiple times.

To reproduce, enable experimental modern mode and scroll links into viewport, click on them, etc. You should see duplicate preloads or prefetches for the same script.
