Create note on triple term owlification

This note (WIP) seeks to define an interpretation of the structure of RDF 1.2 propositions and making use of that with the semantic extensions defined in OWL 2. It also defines similar interpretations for rdf:langString and rdf:dirLangString (and discusses some further extensions). As such, it is related to, but arguably different from RDF-interop.

With the extension in this note, it is possible to:

• address Explain how classic RDF reification relates to triple terms and rdf:reifies  #152 by showing how to entail a classic reification token statement from an RDF 1.2 reifying triple, when typed as an rdf:Statement;
• entail details from simpler, annotated statements, rather than conversely entail simpler details from more complex association class instances (see the PROV-O example in the proposal);
• close Define an interpretation of propositions relating to their constituents #154 (as beyond the scope of RDFS).
