add React IDE package

Seems a bit ambitious to call the functionality that this package provides an "IDE", but the name is free currently.

Note that os.system has been depcrecated in favor of subprocess a while ago and you need to watch out for spaces in arguments.

If the project is slow and anyone wants to take over the name or repo, I am very open to that!
