It is possible to call setDelaySubmitClientEvents before callDiagnosticMetrics created which happens after webex ready event. For example when setDelaySubmitClientEvents called from a post message handler. issue: https://jira-eng-gpk2.cisco.com/jira/browse/SPARK-660106
