1. Data sampling appears not to be working

A small oversight is for the first issue is that not all requests will go through the wp-admin. So if you have enabled admin logging and for instance selected to log the response on return, this wont have any WP context for the current user and fail.

Going to remove the admin rule and if developers need this rule, we can revisit or they can extend the rule manager.

2. Fixed typo in sampling rate rule preventing it from running correctly
