LOG-7597: Enable kubeapi caching and annotation for maxUnavailable

Description

This PR:

• Enables kube api caching as a partial backport of LOG-7535: Add MaxUnavailable to API and enable kube caching #3118
• Makes MaxUnavailable daemonset pods configurable via an annotation as a partial backport of LOG-7196: Enable annotations for kubeapi caching and configurable maxUnavailable #3070
• Introduces this behavior as GA
• Adds feature documation as a partial backport of Upstream guide for kubeapi tech-preview feature #3082
• Adds a deprecation alert as a backport of LOG-7774: Add deprecation alert and enable kubecache setting #3120
