Sometimes, some snapshot dependencies land there rather than on sonatype:snapshots.
Some coursier <= 2.0.16 logic (where the coursier launchers weren't zipped) isn't necessary anymore.
Used in subsequent commits
Sometimes, we want to use coursier versions that made it to Maven Central, but didn't to GitHub release assets.
Not sure when this happens, but I saw it on scalacheck-shapeless…
