Intermittent CI failure on `at test_files/joins.slt:3676`

Describe the bug

The sqllogictests appear to be failing intermittently on CI.

External error: query result mismatch:

To Reproduce

When CI runs this command cargo test -p datafusion-sqllogictest --test sqllogictests sometimes it fails

Expected behavior

The test should always pass or always fail. Not be intermittent

I think the issue is that the rows show up in a different order
