Changes to this function are not fully tested, but I wanted to get it in to be looked at while I'm out. Started testing here: http://localhost:8123/notebooks/gnomad-julia/gnomad_v4/test_v4_coverage_and_AN_function.ipynb# but I should change to a smaller dataset for testing, not just the first 2 partitions.
