Here are the improvements: Targetting .NET6

Following are for 7.0.0 milestone.

• Use XHarnessApkToTest to create helix work items for runtime tests when running on Android #57292
• Use XHarnessAppBundleToTest to create helix work items when runtime tests run on iOSSimulator #58870
• Rerun mobile target jobs when it fails for 4 known scenarios #60475
• Fix android uninstall command and add validations #55431

Future, low priority ::
