Execute tests of jvm-options-parser as PR'S CI

The subproject jvm-options-parser (in tools folder) is responsible to create command line switches starting from jvm.options, LS_JVM_OPTS and LS_JAVA_OPTS, so it's part of the distribution and actually is not tested on a per PR basis.

Update PR pipeline, coverage and make sure this project is also tested on each PR.
