Pin dependencies versions in build #446

I raise this issue, to prevent building to fail as it has happened recently (#364 (comment))
The solution is to pin dependency version to be sure that build is constant. At this time versions in use are :
- ptp : v1.1.1
- host-local: v1.1.1
- static: v1.1.1
- tc-redirect-tap: v0.0.0-20220715050423-f2af44521093
