Update legacy browser version strings in inbound filter UI

Synchronizes the UI-side LEGACY_BROWSER_SUBFILTERS data with the version thresholds recently changed in Relay. Only the helpText strings are modified (lower → 110/99/15, etc.), so end-users will now see the correct cutoff versions when configuring legacy browser filtering.
