Add DENG config for data infra working group

This is adding a config to sync [data-platform-infra-wg] and [data-quality] issues from Bugzilla to the DENG Jira project. We don't have a specific bugzilla user that should be associated with new tickets, so I just set it to tbd.

As for non-production; we've recently converted all non-prod project usage into the JB project for ease of management, per JSM-request. I can make the change in the nonprod.yaml on a followup PR, converting jira_project_key to JB.

• Tag/Release next version of JBI

Alright, newest JBI has been released; @scholtzan the whiteboard tags you've configured should now be synchronizing if the products in use are within the current scope (if not we can easily add these products post-deploy).

If you notice the bugs not synchronizing, please reach out on #jbi on slack--or construct an GH issue and we'll take a look.

In terms of whiteboard_tags and the adjustment that was required--this bug tracks that effort.
