Add makefile toml formatting to the group format task and a check against it in the group check task.
@jayvdb The only thing I had to manually fiddle with was the comments now on line 16. The formatter was throwing out the first two and keeping the last one by appending it to the end of the env_scripts. Not sure if these are still relevant but I just added them all to the same line.
